الملخص
ان قوانين رعاية الحيوان هي لوائح تهدف إلى حماية الحيوانات من الإيذاء وضمان معاملتها معاملة إنسانية، وتتفاوت معاييرها باختلاف البلدان، متأثرةً بالثقافة والأخلاق والقانون. تُحلل هذه الدراسة أهمية هذه القوانين، وسياقاتها التاريخية، والتحديات التي تواجه تنفيذها. كما تستكشف تأثير تشريعات رعاية الحيوان على المجتمع، مع تسليط الضوء على دور التوعية العامة والتعاون الدولي في تعزيز ممارسات رعاية الحيوان. بالإضافة إلى ذلك، يتبين من خلال الدراسة أن المخالفات والجرائم المرتكبة بموجب القوانين الخاصة لحماية الحيوانات في الدول منتشرة الى حد كبير، وذلك يرجع الى أسباب عديدة منها انخفاض مستوى الوعي القانوني في الرفق بالحيوانات إضافة الى ذلك ندرة القوانين والتشريعات لمعاقبة مرتكبي الجرائم التي ترتكب ضد الحيوانات. بالنسبة لأهداف الدراسة اذ تهدف هذه الدراسة الى معرفة القوانين التي تصدرها التشريعات لحماية حقوق الحيوانات اذ ان حقوق الحيوانات هي مبادئ أخلاقية ترتكز على الاعتقاد بأن الحيوانات يجب ان تتمتع بحقوق قانونية لحمايتها. اما بالنسبة لمنهجية الدراسة المتبع في هذا البحث فقد استخدمت الباحثة المنهج التحليلي والمقارن بين العراق وماليزيا من خلال تحليل القوانين التي صدرت في تلك الدول والخاصة بحماية الحيوانات. من التوصيات المقترحة لمكافحة جرائم الحيوانات يكون من خلال تعزيز الوعي العام عن طريق تنفيذ حملات التوعية الوطنية لتثقيف المواطنين حول رعاية الحيوانات وحماية حقوقها. كذلك دمج تعليم رعاية الحيوان في المناهج المدرسية لتوعية الطلبة مع كيفية التعامل برفق مع الحيوانات اومن خلال الدعم السياسي والتشريعي عن طريق دمج الطب الشرعي البيطري في النظام القانوني والتأكيد على دور الأطباء البيطريين ودورهم في جمع الأدلة القانونية وتقديمها بشكل قانوني الى المحكمة في حال وقوع انتهاك على حقوق الحيوانات. كذلك تقديم برامج تدريبية متخصصة للأطباء البيطريين في علوم الطب الشرعي مع التركيز على جمع الأدلة وحفظها في حالات القسوة على الحيوانات والوفيات غير الطبيعية.
