Abstract
International humanitarian intervention is a new, old phenomenon in the international community and international relations, and it is one of the topics that have occupied researchers and decision-makers. Its study represents an important field for those interested in international affairs, because it is related to important topics such as the principle of non-interference in the internal affairs of states, state sovereignty, and human rights and freedoms. After the First World War, the concept was linked to the protection of minorities in the countries that intertwine ethnically, religiously, or denominately, and it became one of the most prominent means and an important step for protecting human rights and freedoms.
since the end of the Cold War, the international community has witnessed the emergence of a new set of political concepts that differ from the conceptual system that was during the period of the bipolar system. The new international situation was also characterized by many changes, most notably the shift in the nature of conflicts. Conflicts changed from conflicts between states to conflicts within states, an increase in violence, infighting and ethnic cleansing between the components of one people. The issue of understanding the real causes and motives behind serious human rights violations has become an important matter for researchers in order to explore methods and approaches to solve and settle them, and the need for the international community, through its institutions, to address this matter and provide a clear mechanism for action represented by international humanitarian intervention.
